LOCAL: The City of Altus and Jackson County are encouraging residents to document their volunteer efforts in connection with the January 27-28 ice storm and its aftermath.
Special forms are available to keep track of volunteer hours. These will be turned in to the proper officials, ant the City of Altus and the county can receive credit from the Federal Emergency Management Agency (FEMA) for 75 per cent of the going rate.
The forms are available at the Jackson County Department of Human Services office (DHS) on South Main Street in Altus as well as Express Pack N Ship on North Main and at the radio stations. The forms can be picked up and dropped off at those locations during normal business hours.
KEITH SANDS, one of the coordinators of the effort, said the City can get credit even if you picked up tree limbs and debris on your own property.
Mayor T.L. GRAMLING said the City is facing a storm damage restoration cost in the neighborhood of two and a half to four million dollars. The City currently has a reserve fund of $3 million.
The mayor has called on citizens of the community to keep up the tremendous spirit of cooperation of getting things done that has prevailed since the storm and to step forward and be a part of a huge effort of cleaning up the tons of tree limbs and other debris that must be cleared.
The Altus Rotary Club will learn more about the big upcoming Open House and Air Show at Altus Air Force Base at todays noon luncheon at the Western Oklahoma State Colleget Student Center. Speaker will be JUDD W. BAKER of Altus AFB. JOHNETTE HOWARD is Rotarian of the Week.
The Shortgrass Arts and Humanities Councils Valentine Dance featuring All That Jazz will be held Saturday, Feb. 13 at the Altus Best Western Ballroom. Sandwiches and sweets will be served at 6 p.m. with music and dancing starting at 7 until 10 p.m. Tickets are $15 each or $25 per couple and are available at the Altus Chamber of Commerce and all area financial institutions. The Southwest Oklahoma chapter of the American Red Cross is urging everyone to give the gift of life at the Bloodmobile today, 12 noon to 6 p.m. at the Altus Community Center. They will also appreciate your monetary support. The ice storm crisis has depleted chapter resources.
The Altus Chamber of Commerce has announced that the Bargain Blizzard Days promotion originally slated for this past Sat. will be held this Sat., Feb. 13.

LOCAL: Students of Altus schools will make up two days of school missed following the recent ice storm this Friday and next Monday. Superintendent of Schools BOB DRURY addressed the issue during his reports and comments at yesterdays Altus Board of Education meeting.
Drury said this Friday, the 12th. was to be a Parent-Teacher Conference Day with classes dismissed, but the conference day will be postponed, and it will be a regular day of classes of instruction..
Also, this coming Monday, Feb. 15, Presidents Day was to have been a holiday for Altus students, but classes will be held that day to make up a snow day. Buses will run, meals will be served, etc.
Drury also commented that the school district may not have to cancel or shorten the scheduled Spring Break. He said that will be the case if there are no more missed days on account of inclement weather.
He said the school district has requested a ruling from the State Superintendents office in regarding whether the district needs to make up other days. Drury explained that Altus Schools use an hourly calendar with a school year of a minimum of 1,080 hours of student instruction; and the district has exceeded that for the past decade, and that should have a bearing on whether there will be more make-up time for students and/or teachers.
...In other reports, it was noted that students of Rivers and Sunset Elementary Schools scored a perfect 1500 on A.P.I. tests last year. As a result, each fulltime teacher of each school will receive a $3,000 award from the State Department of Education.
.In other business, the board voted to approve the assignment and award of Bid Packages 5-34 for the remodel and new construction of the main building at Altus High School. The bids were opened on January 27, the day the ice storm moved into town.
JOE D. HALL of Elk City, the construction manager, said he was very pleased with the competitive bids on the project. He said 201 bids were made on 30 bid packages with a total of 6.7 bids per package. He said the bids came in substantially below budget estimates. The board okayed Halls recommendation for accepting the assignment of the bid packages and establishing a guaranteed maximum price for Bid Packages 1-34 in the amount of $12,689.915. The action locks in the bid price. The construction manager now has the task of making it work. Hall said the only package on which the low bid was not accepted was on electrical work. He explained that the bid specifications required that the contractor have done at least five projects of a similar scope in the past 10 years, and the lowest bidder had not.
